In December, the Senate handed the invoice 61-36, and the House once more voted 258-169 to move it. Michigan Attorney General Bill Schuette filed an emergency request with the Sixth Circuit Court of Appeals for a stay pending attraction. He stayed enforcement of his ruling pending attraction, and the Attorney General introduced plans to enchantment to the Eighth Circuit. He didn't stay enforcement of his resolution. However, the government reversed this resolution only two months later. On October 7, 2014, the Ninth Circuit Court of Appeals ruled in two cases, overturning a district court in Nevada that had discovered that state's ban on identical-intercourse marriage constitutional and affirming the decision of a district courtroom in Idaho that had discovered that state's ban unconstitutional. Koster and the Recorders' Association of Missouri stated the decision only applied to the city of St. Louis. The ruling directed St. Louis to challenge marriage licenses to identical-intercourse couples and the town's marriage license department immediately complied. Both courts lifted their stays on October 7, 2014, and Suthers ordered all county clerks to problem marriage licenses to similar-sex couples. Arizona Attorney General Tom Horne mentioned the state would not enchantment the ruling and instructed county clerks to difficulty marriage licenses to same-intercourse couples.
