For consistency, all over this preamble we use the acronym "LGBTQ" although recognizing that other terminology might be used or most well-liked by particular groups or people, and our use of "LGBTQ" ought to be understood to incorporate lesbian, gay, bisexual, transgender, queer, questioning, asexual, intersex, nonbinary, and other sexual orientation or gender identification communities. We use the phrase "persons of color" to refer to people today whose race or ethnicity is not white or Caucasian. The Cannon Court stated that Title IX has two major targets: Avoiding use of Federal money to assist discriminatory methods and delivering people with efficient safety versus discriminatory practices. The final regulations consist of adjustments from the NPRM (interchangeably referred to in this preamble as the "NPRM," the "proposed guidelines," or the "proposed regulations"), and these variations are completely explained in the "Analysis of Comments and Changes" and other sections of this preamble.
