MP Venn Young launched a bill, entitled the Crimes Amendment Bill, in July 1974, which was the first bill to suggest decriminalising homosexual acts between consenting adults. On 6 July, the bill had its first studying. The marriage (Definition of Marriage) Amendment Bill passed its first reading on 29 August 2012, eighty votes in favour to forty opposed (with one abstention). In July 2012, a member's invoice by Labour MP Louisa Wall which proposed defining marriage to be inclusive no matter gender was drawn from the ballot. In December 2012, former Governor-General Dame Catherine Tizard starred in a web-based video marketing campaign supporting similar-sex marriage, alongside New Zealand singers Anika Moa, Boh Runga and Hollie Smith, in addition to Olympian Danyon Loader. The invoice handed its remaining studying on 9 July 1986, 49 votes in favour to 44 opposed. In 1998, an modification bill was introduced making this exemption permanent; this was abandoned following a change of government in 1999. The new Labour Government instead handed another modification to apply the Act to authorities actions, and likewise to create a new capacity for the courts to "declare" legislation inconsistent with the Act.
